27 June, Kathmandu-Minister for Urban Development Mohammad Ishtiyak Rai has said the river cleaning drive was continuing in the Kathmandu valley.
Responding to lawmakers’ queries related to the Ministry of Urban Development in course of the discussions on the Appropriation Bill in the meeting of the House of Representatives today, he said the government would act tough against those releasing drains from their houses directly into the rivers.
Minister Rai said the capacity of all the local levels has been enhanced for fully implementing the building code and amount has been earmarked for operating the Janata Housing Programme at the province level.
He added that the integrated urban plan is being implemented in 150 municipalities of the country by incorporating programmes under the federal government and that the cities are being developed into mega cities and smart cities.
The Minister for Urban Development shared that the construction of the federal parliament building was underway.
“There has not been any discrimination while allocating amount for urban development and construction of houses. The government would provide facilities to the impoverished community for the construction of shelters,” he said.
Asking a supplementary question on the response by the Minister, lawmaker Prem Suwal wanted to know from the Urban Development Minister regarding what plans the government has for developing the district headquarters of every district.
MPs Sarita Kumari Giri, Divya Mani Rajbhandari and Raj Kishor Yadav called for implementing the urban development programme in new municipalities as well, providing additional relief to the earthquake survivors and developing the cities in province 2 into mega cities and smart cities, respectively.
Answering the MPs’ questions, Minister Rai said the construction of the MPs’ boarding house would be expedited. He added that adequate budget has been allocated for the development of Siraha district.
Government controls logging: Minister Tamang
Minister for Law, Justice and Parliamentary Affairs, Sher Bahadur Tamang has said that the government has accorded high priority to the conservation of the wetlands, the community forests and the Chure range, and to the management of the agricultural forest as well.
He said this while responding to queries raised by MPs during deliberations on topics related to the Ministry of Forests and Environment under the Appropriation Bill in the meeting of the House of Representatives today. Minister Tamang was replying to the MPs on behalf the Minister for Forests and Environment, Shakti Bahadur Basnet.
He said the government has the policy of setting up industries based on forest products, adding emphasis has been given to environmental conservation through the Clean Environment Mega Campaign.
The Minister stated that a community forestry study centre was to be set up in Sindhupalchok. He added that promotion of agricultural forest has been stressed for reducing the humans-wild life conflict. Work on construction of solar-powered fences has been initiated in the protected areas, he said.
The Minister also expressed the commitment to stopping the encroachment on forests and on the sustainable development of forests as well as reducing the adverse impact of climate change.
MP Prem Suwal had asked a supplementary question to the Minister wanting to know why the earthquake-survivors did not get timber for reconstructing their houses damaged by the earthquake.
MP Ram Bahadur Bishta said the government should explain about the importance of the valuable herb ‘yarsagumba’ while MP Sarita Giri asked the Minister what programme the government has for checking wild elephant terror in Saptari district.
