28 Nov, Paanchthar- Minister for Peace and Reconstruction Sitadevi Yadav has said the post-conflict reconstruction should take place on the basis of political consensus.
Speaking in the discussions and interaction programme organised by the Local Peace Committee, Paanchthar at Phidim on Monday, she said the budgetary allocation done on a scattered manner would not be enough to meet the expenses for the reconstruction of structures damaged during the conflict period.
The Minister shared that 30 billion rupees would be required for rebuilding the infrastructures damaged during the decade-long conflict, insisting this budget should be allocated based on consensus among the political parties.
Stating that so far only 33 percent of the reconstruction works have been carried out, she said the remaining works are also underway but gave been hamstrung by budget crunch.
“Although 57 thousand complaints have been registered with the Truth and Reconciliation Commission and the Commission on Investigation on Enforced Disappeared Persons; works in this regard have not been able to really make much progress, which is disheartening,” the Minister for Peace and Reconstruction said.
Stating providing relief assistance of 100 thousand or 200 thousand rupees to the conflict victims mattered a little for them, Minister Yadav underlined the need for providing skill development training to them so that they would be able to make a living from it.
The conflict victims from the district submitted a memorandum to the Minister on the occasion, calling for, among other things, providing relief to the conflict victims and ameliorating the wounds of the conflict which still remained to be addressed.
Nepali Congress central member and the president of the Industry, Commerce and Consumer Welfare Committee of the Legislature-Parliament, Bhisma Raj Aangdambe, stressed that there should not be any meanness in providing relief to the conflict victims. RSS
