Chief Whips: Major parties not far apart on endorsing election-related bills

29 Dec,Kathmandu : Chief Whips of major political parties have said the parties do not have wider differences on the issue of endorsing bills required for conducting the elections of all three tiers.

At a meeting of the Development Committee under the Legislature-Parliament today, Chief Whips of the Nepali Congress, CPN (UML), Federal Socialist Party and Madhesi Janadhikar Forum (Democratic) univocally called on the respective parties’ leadership to make no further delay to sort out the issue on the basis of consensus.
Political parties need to have an agreement on which election is the first priority of the hour, they said.
NC Chief Whip Chinkaji Shrestha articulated that the constitution amendment proposal was introduced to the House with the realization of the necessity of conducting the three-tier election by the third week of January, 2018 as part of the enforcement of the constitution. The CPN (UML) continuing with the obstruction in the House had blocked the way for endorsing the election-related bills, he said, adding that he did not know why the UML was scared of the election.
UML’s Chief Whip Bhanubhakta Dhakal accused the government of choosing an unconstitutional way to register the constitution amendment bill. He said the party wanted the withdrawal of the bill to find a ground for holding the election.
Forum Democratic Chief Whip Yogendra Chaudhary called on the government to sort out the disputes hovering over the boundaries of provinces before taking the country towards a electoral phase.
Federal Socialist Forum Chief Whip Dr Shibaji Yadav said it did not seem that three big political parties wanted the elections from their hearts.
At a meeting, leader of CPN (Maoist Centre) Top Bahadur Rayamajhi insisted on the necessity of holding the local election in a new structure, drawing the attention of the government and the Election Commission towards that end.
Committee President Rabindra Adhikari indicated the necessity of local poll to enforce the constitution.
Committee members Baijanath Chaudhary, Mahendra Yadav, Bhakta Bahadur Balami and Ram Kumar Bhattarai stressed the need of holding election for the enforcement of the constitution.
Directives for conducting local poll by upcoming April-May
The meeting has directed the government to complete all necessary preparations for holding the local poll by upcoming April-May. The government has been asked to announce the election date and bring a required bill towards that end at the House.
Besides, the government has been directed to give a full shape to the Election Commission and provide the required resources to it. RSS
